The Pirates Of The Caribbean star watched on dazed as emergency officials treated one of the women, who suffered a fractured neck. The other clutched her head as blood streamed from a wound.
Bloom, 30, told police he was being chased by the paparazzi as he left a nightclub around 2.15am in his Toyota Matrix.
He said a paparazzo in a silver or white four-wheel-drive vehicle made a sudden lane change and cut him off.
To avoid hitting the vehicle he said he swerved but ended up crashing into two parked cars.
Bloom was uninjured but the front seat passenger, 30, received cuts and bruises to her face while a 35-year-old woman in the back seat fractured her neck.
Bloom - whose other screen credits include The Lord Of The Rings trilogy and Troy - spent the night at Cedars-Sinai hospital with the woman, who his agent, Robin Baum, said was a childhood friend.
A police officer said no alcohol was involved and Bloom
