The 18-year-old is being detained by the body which regulates immigration and can investigate the status of those entering the UK.

He was one of 12 people, including 11 Pakistani nationals, who were detained on Wednesday after police raids in Greater Manchester, Liverpool and Lancashire.

Anti-terror officers have been given warrants to continue holding the men and can now detain them for another seven days.

The suspects are aged between 22 and 41 and are being held in various locations across the country.

Police are continuing to search 10 addresses in Liverpool and the Cheetham Hill area of Greater Manchester.

Of the 12 men initially arrested, 10 hold student visas and one is a UK-born Briton.

In the aftermath of the arrests, Immigration minister Phil Woolas stepped into the row over security checks for foreign students by denying they were inadequate.

He rejected claims that the UK would not cooperate with the Pakistani authorities over background checks on applicants for visas to study in Britain.

One of the suspects was reportedly allowed to enter Britain last week, even though there were irregularities in his immigration paperwork.

The Pakistani man was stopped by officials at Manchester Airport but was told to return at a later date for an immigration appointment, according to newspaper claims.

Also, the director of a cargo company with access to secure areas inside airports has denied reports that two of the 12 arrested men had worked for his firm.

Ian Southworth said that despite seeing pictures of a van bearing his company's Cargo2Go logo being pulled over during news coverage of the arrests, police had not been in contact with the firm.

"I saw it when the news broke. When the police pulled the vehicle over on the motorway it had our logo on it. We checked and our vehicles were all present," Mr Southworth said.

Wednesday's raids were brought forward because of a gaffe by Britain's top counter-terrorist officer.

Assistant Commissioner Bob Quick resigned after the security breach when he was photographed carrying a secret document containing details of the police operation into 10 Downing Street.
